Military Instructor pilot convert to civilian

I am CFI, II, MEI, and I am working with an ex military pilot on getting his Multi-engine ATP. After that he wants to get all his CFI's. He said he was an apache helicopter instructor pilot and fixed wing pilot on the BE200 all while in the army. Now is there any way he can convert his apache instructor pilot experience to a civilian instructor license so that he can bypass the FSDO initial cfi checkride?

He wants to fly fixed wing now, but I thought if he could at least get one cfi converted, then all the rest of his CFI checkrides would be add-ons.

As of now, no, there's no way. But, part 61 will be changing and the FAA proposed this:

And speaking of certificates, if the military taught you how to teach flying, there is a proposal to provide you with a simple path to FAA instructor certificates and ratings. Under a proposed new 61.73(g), if you're a graduate of a U.S. military instructor pilot school, you will be able to obtain flight instructor certificates and ratings by passing the appropriate FAA knowledge tests. You'll also have to present yourself and documentation to the FAA or an authorized examiner for the issuance of the certificate or rating.

It's supposed to eventually be 61.73 (g), but no idea when this will change - hopefully soon.

Until then, he's got to do it like everyone else.
