Wait, he was flying as wing? Did we read different reports? The one I read involved an aircraft passing another at a high rate of speed and colliding with it.

That's not how it is written in the NTSB summary. Read the summary of the damage to the Sea Fury, and tell me how it could have happened by approaching the Cessna from behind at a high rate of speed and "plowing into" the Cessna.
 
I think just poorly written. Remember, that's not the actual report, just the preliminary report to get factual information on the record.

I imagine -- at least I'd hope -- the complete report will do a better job explaining whenever that comes out.
