Metar wind in True course

So I am reviewing for my ATP written and found out that the metar winds are given in true course, with is true north. But the Runway heading is in magnetic. So if my logic it correct you would have to add or subtract variation to get the winds in relation to the runway heading? Been out of aviation for 4 years so just wondering if this is true.

Here's a good way to remember True vs Mag Winds:
Anything you read (METAR's, TAF's, FD's, Wx Charts) is True

Anything your hear (ATIS, ASOS) is Magnetic

"Text is True" Everything else is magnetic. (Yes I know runway numbers are "text" but you already know runways are magnetic)
 
winds aloft are true north. metars are the same as awos/asos which is magnetic. so not all text is true

You are incorrect. METAR winds are True.
