It means there's poop everywhere @ 27,000 feet.
 
Stumps me. All I came up with was this:

SetThe direction towards which a current is headed. For example, a current moving from west to east is said to be set to east.

But I can't seem to apply it.
 
I called a random flight school at FTW and said, "I need some work in some actual and I'll be there in 15 minutes."

They flipped out!

Being it is a military location, some weather facilities, following their branch specific SOPs, may include certain weather warning, watch and advisory information within METAR information.

Since it is a Navy Air Station, I wouldn't be surprised if this is it.

In the Marine and Navy, there are thunderstorm conditions 1 and 2. T1 and T2. T1 being Thunderstorm conditions are observed within 10NM of a certain location, and T2 being Thunderstorm conditions are forecasted within 25NM of a certain location(s). Be advised that T1 can mean observed within 25NM, 10NM, or 5NM.

Hopefully this helped. Looking for the SEVERE T1 SET in the NWS Observing guidance wouldn't provide an answer, you'd have to look into the Navy METOC Instruction and guidance. . .of which I'm exactly sure which one it is since I'm not Navy.
 
I would have signed into DUATS and got a undecoded (sorry) METAR. Or called the briefer and asked them what it means. I've done this before when me, several instructors and mult books consulted couldn't find the answer, they were nice and even joked about who was buying!
