Nothing wrong with that. Start at 10K and see what he says. That's about what I paid for the same vintage plane in 1984....

The 66 has the pull starter (T handle to engage the starter). This is cheaper to fix than the newer ones and won't break as often.
 
You might want to "save up" for the first annual, too. They tend to be pricey until the mechanic gets to know the plane. Better yet, find a mechanic that will trade flying time for wrenching time.
 
Make sure it's had a real annual before as well. I had a friend that bought an airplane without a good inspection and it nearly cost the same price of the aircraft after the first annual.
