Runway Crossing Procedure Change
Beginning June 30, 2010 , controllers will be required to issue explicit instructions to cross or hold short of each runway that intersects a taxi route.
"Taxi to" will no longer be used when issuing taxi instructions to an assigned take-off runway.
Instructions to cross a runway will be issued one at a time. Instructions to cross multiple runways will not be issued. An aircraft or vehicle must have crossed the previous runway before another runway crossing is issued.
This applies to any runway, including inactive or closed runways.
Changes will also be made to the Aeronautical Information Manual (AIM) and AIP to reflect the new procedures.
Never cross a hold line without explicit ATC instructions.

  • instructed to cross that specific runway;
  • cleared to take off from that runway; or
  • instructed to position and hold on that specific runway.

Yeah, this will make taxiing across multiple runways more interesting. I just wonder how long it is going to take before controllers have the phraseology consistent. I know here at PVU, some controllers structure the taxi clearances one way, and others do it completely differently. It definitely leads to some confused pilots around here.
 
It's not as bad as it sounds, and most airports around here have been using it for a month or two.

Also, there's an exception, if two runways are less than 1000 feet apart they can tell you to cross both.

Even more than two runways I think. I was at Midway a couple weeks ago and they gave me "...cleared to cross all runway 31's..." during our taxi in to Atlantic (maybe not the exact terminology that they used, but that was the gist of it). I know that this was before the rule was actually enacted, but it was an obviously difference clearance than I am used to receiving there.

One other caveat on that multiple runway exemption, the airport has to seek, and be granted, permission to use it.

4. Explanation of Policy Change. This change establishes the requirement that an explicit runway crossing clearance be issued for each runway (active/inactive or closed) crossing and requires an aircraft/vehicle to have crossed the previous runway before another runway crossing clearance may be issued. At airports where the taxi route between runway centerlines is less than 1,000 feet apart, multiple runway crossings may be issued after receiving approval by the Terminal Services Director of Operations.

e. At those airports where the taxi distance between runway centerlines is less than 1,000 feet, multiple runway crossings may be issued with a single clearance. The air traffic manager must submit a request to the appropriate Terminal Services Director of Operations for approval before authorizing multiple runway crossings.

I'm betting that Midway has already gotten approval to give the multiple runway crossing taxi clearance.

I don't see the issue. They will still clear you to cross you just have to cross 1 runway before you can get the clearance to cross the next. Doesn't always mean you have to stop and hold short to receive another clearance. What I am wondering is what we are going to get instead of "taxi to" when given a taxi to a runway clearance.
 
PHRASEOLOGY-
“Runway (number) taxi via (route as necessary).”
or
“Runway (number) taxi via (route as necessary)(hold short instructions as necessary).”

EXAMPLE-
“Runway Three Six Left, taxi via taxiway Alpha, hold short of taxiway Charlie.”
or
“Runway Three Six Left, taxi via Alpha, hold short of Charlie.”
or
“Runway Three Six Left, taxi via taxiway Alpha, hold short of Runway Two Seven Right.”
or
“Runway Three Six Left, taxi via Charlie, cross Runway Two Seven Left, hold short of Runway Two Seven Right.”
or
“Runway Three Six Left, taxi via Alpha, Charlie, cross Runway One Zero.”
 
Current day. If you didn't have to cross another runway it would have gone something like "taxi to runway 26R via echo"

If for you had to cross another runway to get to 26R, it should have gone something like "runway 26R, taxi via charlie and echo, cross runway 26L"

Future day. They are just making everything whether or not you have to cross another runway "runway 26r taxi via....."
