Instrument Rating XC Requirement Question

One thing that I am unclear on. Per the FAR/AIM, it states that one of the requirements for the 50 Hr. XC is one flight that is:

(A) A distance of at least 250 nautical miles along airways or ATC-directed routing;

Does this mean 250 miles one way, or round trip? And can this be done with a safety pilot along Victor Airways, or does it have to be with an instructor?

Round trip and it's "instrument training", so it needs to be with an instructor.
