++ in the AFD

What does it mean when there is a vertical ++ next to any times listed in the AFD. I can't find anything in the legend that lets me know.

And, does UTC time change when we change over to daylight savings, Or is UTC a constant unchanging light in the universe?

For example, I take away 5 hours from UTC right now, but in June will I still take away 5 hours, even though we have changed to daylight savings time?
 
What it means is that they are not taking daylight savings into account.

For example if a tower on the east coast is open from 8 am to 10 pm local time it would say in the AFD something like "attended from 1300 to 0300" it would have the little ++ that you are talking about.

Since east coast is - 5 hours from GMT during EST and -4 hours during Daylight Savings, you might think that during the summer the tower is open from 9 am until 11 pm. Those "crosses" let you know that you still subtract the same # of hours (5) during the summer.

Disclaimer: I could be wrong, don't blame me if you blunder through D airspace thinking that the tower was closed!

Zulu doesn't do daylight savings time. So when the summer rolls around, you add four hours from EDT to get Zulu.
