Hovering at approaching 1,300-feet the crew zoomed in on party and watched as they laughed, gestured up at the helicopter and raised beer bottles aloft.

It's more about attitude to Law Enforcement than the presence of weapons. People are a lot more respectful, in both directions. It has positives and negatives, and complacency has had some tragic consequences. In particular, the murder of PC Ian Broadhurst.
