I'll take issue with that.
When I did my instrument checkride, the DPE was still using the paper 8710 and hand typed my temporary certificate. Said he wasn't going to use IACRA until they FORCED him t use it.
Fast forward to about day 90 after the checkride and I still hadn't received my permanent certificate. So I called the DPE, who told me to call the FSDO, who told me to call Okahoma City. Oklahoma City tells me they can't find my paperwork and to try calling the FSDO again- they think they sent the package back to the FSDO. FSDO says the person in charge of my paperwork is on vacation, call back next week. Next week, the inspector is back from vacation but can't find the paperwork, call back tomorrow. Next day, they say they don't have the paperwork, but they do have a notice that Oklahoma City found a problem with the 8710 and they're sending it back to them for correction and when they get it, they'll get it corrected & sent back to Oklahoma City and also that if I don't get my permanent certificate before the temp expires, call back and they'll issue another temp. Well, a week or so after they issued me a new temporary certificate, I checked with Oklahoma City. The FSDO still hadn't sent them my paperwork, but don't worry because they usually send everything in a big batch every couple of weeks and it was probably in the next batch. Since I tend to be the impatient type with bureaucracies, I called the FSDO and they said they were still waiting on the DPE to correct the paper 8710. It seems that when my instructor insisted on adding up my hours and filling out the 8710 himself to make sure it was done right put the wrong number in the cross country pic box, and didn't catch the mistake, and neither did the DPE who was supposed to review it before the checkride. I took that checkride in August, 2007 and I finally got my permanent certificate in January 2008.
Oh, and they MADE the DPE start using IACRA right after that (although to hear his spin on it, it was practically
his idea.)
When I did my Commercial single & multi certificates this year, I used IACRA for both and got my permanent certificates within 2 weeks of each checkride.
IACRA sucks? Not hardly
