IACRA Q - PIC v. Solo Time

I've searched the FAA sites, and I have searched JC to no avail.... (does anyone have a rosetta stone for interpreting IACRA that is guidance from a DPE / FAA??)
I have found this, https://iacra.faa.gov/iacra_manuals/IACRA_Instruction_Manual_CrewMember.pdf but in not entirely clear....

It seems to me that there is no real difference between PIC and Solo time in IACRA -- if -- I am not claiming any SIC time.
There are 3 possibilities for PIC time (and presumably 'solo', as I see it, <ahem>) to be listed:
1 - I am the only person in the plane.
2 - I am the sole manipulator of the controls with non-pilot passengers onboard.
3 - I am the sole manipulator if the controls and there is a rated / current CFI in the right seat, and I am flying a plane that I am rated and current in. (I am a legal PIC, but I may be receiving dual at the same time)

a. For the rows asking for "Solo" time, do they want conditions 1 & 2?
b. For lines asking for PIC, should I exclude lines where I am receiving dual at the same time?

(I am going to an electronic logbook once this exercise is done, this is just painful!)

Everything legal to log in your log book is what goes in IACRA. So reference 61.51 and you will be good.

My question is not legal vs. not legal - it is what line do I put it on? What is the difference between solo and PIC?
( the instruction guide I linked above does not have the word "solo" in it even once, which leads me to believe that there is no difference between solo and PIC )

Solo is just the time that no one else is in the aircraft with you. It all counts as pic. There will be overlapping of pic and solo time. All solo time is pic, not all pic time is solo.

The time you put in the solo column is just the time you were alone in the aircraft. Use 61.51 for the PIC column.

If you are a student pilot your only PIC time will be your solo time till you get your private certificate.

As Maurus said, look at 61.51 (the Universal Rule of Logging Time):

Solo = only person on board (61.51(d))
PIC = fits in one of the boxes in 61.51(e)
