Gold seal and "first time pass"

For the addition of a gold seal, I know I must have a ground instructor certificate and an 80% practical test pass rate on first attempt out of at least 10 applicants.

Sorry to get nit-picky here, but,
1. Do written tests matter, due to the BGI/AGI/IGI requirement?
2. Does the 10 applicant rule mean 10 different people or just 10 different checkrides?
and 3. I have re-trained and endorsed several ATP checkride applicants who failed on their first attempt, which does not require an endorsement. So their second attempt is my first sign-off. Does that count for me as "first attempt"? I have also endorsed ATP applicants for their 1st attempt, even though it is not required, which I assume would still count.

From FAA guidance:

To qualify for a Gold Seal Certificate the applicant must:

"1) Holds a Flight Instructor Certificate and, at least, a Commercial Pilot Certificate
with an instrument rating or an ATP Certificate (unrestricted or restricted) with instrument
privileges. Glider flight instructors need not hold an instrument rating;
2) Holds a Ground Instructor Certificate with an advanced or instrument ground
instructor rating; and
3) Within the past 24 months has accomplished one of the following:
• Trained and recommended at least 10 applicants for certificates or ratings, and
at least 80 percent of these applicants must have passed the flight test on their
first attempt;
• Conducted at least 20 practical tests as a Designated Pilot Examiner (DPE) or
20 graduation tests as chief flight instructor for an approved pilot school
course; or
• A combination of the above two (two practical tests equal one trained and
recommended applicant). "
