2000'MSL on the localizer prior to the FAF for the ILS 33 seems to take you right through this, so planes are flying through this all the time anyway.

The top is 1500'AGL. 2000'MSL puts you in it.

Anywho, Bush 41 had a house in the same neighborhood as Gordon Bethune back when I flew out of IAH. At the time it was his full time home and no TFR that I was aware of. Of course I was always in class B and in a jet so it wouldn't make much difference to me anyway.
