FII or AFI???

Ok...so not only am I stumped, but I've stumped some FSDO folks.

I am a newly minted CFI-A. Next week I start the CFI-I training and confused about which written to take.

I have researched the question and cannot get an good answer that can be cited in a regulatory document. And I have gotten conflicting info from the Baltimore and Mississippi FSDOs and the Houston FSDO is doing further research.

Some are saying Flight Instructor Instrument (FII) - my DPE is one - and some are saying Flight Instructor Instrument (Add-on) (AIF). The arguments are the AIF is for an add-on regardless or category & class (Baltimore). Others say the AIF is to go from a helo to airplane (Mississippi).

The question is: What is the required written test to add-on the CFI-I from the CFI-A and (more importantly) where in regulatory documentation does it say which written must be taken.

The Knowlege Test for Instrument Instructor is the same whether you're doing it as your initial instructor certificate or as an add on- same test. You won't need to do the FOI again, though.
 
Just take the regular one. That's why you're supposed to take the CFII and IR writtens at the same time. What you use as your initial doesnt matter.

That seems to be the popular thought, but no one can tell me where that is located in the regs so in my mind, if it isn't in the FAR or another regulatory document, then it might not be true and you are at the mercy of someone's interpretation.

§ 61.183 Eligibility requirements.
To be eligible for a flight instructor certificate or rating a person must:

(e) Pass a knowledge test on the areas listed in § 61.185(a)(1) of this part, unless the applicant:
(1) Holds a flight instructor certificate or ground instructor certificate issued under this part; (that's the FOI - only one needed per customer)

(f) Pass a knowledge test on the aeronautical knowledge areas listed in § 61.185(a)(2) and (a)(3) of this part that are appropriate to the flight instructor rating sought; (that's the instrument-airplane CFI knowledge test)

Or am I misunderstanding the question?
 
I could be wrong, but I was told that the add-on was for (for example rotorwing) II's that were adding the AIRPLANE portion to their already existing CFII for rotorwing. I took my CFII when I took my IR written, and I took the FII
