Fees with an airline ticket

Fees from an airline ticket I just bought. Do we even know what a segment fee is or how these taxes are allocated? Or do we even care?

Excise Taxes - Pretty sure this is basically a fuel tax, which goes back to the FAA and funds Air Traffic Control and airport improvements

Segment Fee - A fee for each segment of flight (takeoff and landing) that goes back to the FAA as well

Passenger Facility Charge - Goes back to airports to fund improvement projects

September 11th Security Fee - Goes to the TSA to fund whatever it is they like to think they do
 
We (airports) rely on the PFC for capital improvements. The amount has to be agreed upon by our airline tenants, so it's not like we can just charge whatever we want.

Does it go directly to the local airport to pay for their part of capital improvements, or does it to go the FAA to (help) pay for their part? That match is often 90% (FAA) - 10% local, particularly for projects in the low 7 figures.
