I'm a new instrument student so, please bear with me!
Far 91.169 states that I must file an alternate airport when +/- 1 hour of my ETA, the current/forecasted ceiling will be at least 2,000 above the airport elevation and the visibility at least 3SM.
91.169 (c) states for a non-precision approach weather minima of a ceiling 800’ and visibility 2SM.
Now the question: I’m flying to ABC, and file XYZ as my alternate. The current weather is 800/2 and the only approach available at XYZ is a NDB. Can I choose XYZ if the NBD approach's MDA is 860’?
That brings me to another/similar question.
If the reported weather is below the minimums, can I still attempt the approach?
