FAA to Latin American Licenses

Is it possible to transfer FAA ratings to the Latin American ratings? I don't know how the latin american aviation administrations work, but I do know they have ppl, intrument, commercial, atp and all those licenses. The requirements are different though. Like in Brazil before you can hold a commercial license you need 1500 hours.
