Does this sound normal?

GUYSH! GUYSH! GUYSH!
So after 5.6 hours (only 3 of actual training) in my flight schools Arrow, I'm told i cannot get a complex endorsment until i have a PIC certificate (ie, a Pct license or above). Earlier my boss had told me i was fine to get endorsed, so i persued it, thinking why not?

so yester i flew it, and was about to do a stall series for the endorsment when we realized we were going to be late and had to get back to the airport... I WAS A STALL SERIES AWAY fromt he endorsment!

anyway, i get the call today from our manager saying that i cant, and that he's told the instructors that i cant. UGH...

does this sound normal, or do you think it's an insurance requirment?

This is them backpedaling on a previous statement, either because they don't want the risk or the insurance company is not allowing them. The FAA is not a factor here.
 
It is sure to be an insurance requirement.

from the FAA standpoint, as along as you get the endorsement from an instructor, you can do your initial solo flights in anything: complex, high performance, tail dragger. you can even do your initial private pilot license completely in a multi-engine aircraft. getting someone to insure such an aircraft for this purpose is another thing all together.
 
Well I would think the insurance company would still allow the endorsement to be given, jut no solos until you get your private.

Thats exactly what I was thinking. The instructor could still give you the endorsement so that you don't have to do it again. You just can't fly the airplane solo until you have the certificate.
