Dispatch using Cat II/III for destination

§ 121.613Dispatch or flight release under IFR or over the top.Except as provided in § 121.615, no person may dispatch or release an aircraft for operations under IFR or over-the-top, unless appropriate weather reports or forecasts, or any combination thereof, indicate that the weather conditions will be at or above the authorized minimums at the estimated time of arrival at the airport or airports to which dispatched or released.

"at or above the authorized minimums"

Ok. I searched the opspecs and FOM and found language supporting what I was taught, that we may not use cat II/III minima for takeoff alternate nor for destination alternate. There was no similar wording to be found for destination.

Is the verbiage just missing/hidden from me or can cat II/III mins be used for releasing a flight with, say 1/4SM forecast at destination?

Yes.
 
Yes, there should be an Miles to RVR chart somewhere in your OpSpecs. It will show 1/4SM is equal to RVR1600. Since Cat 2/3 approaches have mins lower than that, you can legally dispatch with 1/4SM in the TAF, as long as everything is working (NOTAMs/MELs/Crew).
