Using this approach plate as an example, it says Special Aircrew & Aircraft certification required. Would this certification be found in the op specs? If so, what section would it usually be found in. I have also seen certain CAT 2 (ex: pit ils rwy 10L) with the same remarks.

Anything with minimums below 3/8 sm requires SA approval. The text portion of OPS Spec C052 paragraph (c) will describe the lowest approved Cat I minimums and conditions for your airline.

A Cat 2 ILS and an SA (Special Authorization) Cat 2 ILS are 2 different approaches.

Just because you can do Cat 2, doesn't necessarily mean you can do SA Cat 2.

Special Authorization approaches as noted in the name of the approach typically have non-standard approach lighting.

I had to do a few ASAPs a few years back because we had the SA approach plates but we didn't have the Special Authorization.

C059 will outline if you are approved and if so, what the requirements are (e.g. HUD/Autoland).
 
INFO 12002 has the write up from the FAA. Your ops spec must state that you are allowed to operate to an approach specified as SA CAT I. My airline is authorized for CAT II and III but we cannot SA CAT I. Basically it not only lowers the Visability but also the Ceiling required to 150ft DH.
