It's dead, for now. The final rule actually dealt very little with dispatch even though it was in the rule title, which I have listed below along with a web link to see the final rule (PDF reader required.)

The FAA chose not to address contract dispatch at all this time, so things are still status quo - that is to say, it's not legal to contract out dispatch services for a Part 121 scheduled carrier in the US.
There was a mention on what needs to be recorded with regards to dispatch/crew communications and that's about it with regards to dispatch for this go around.
The FAA did give themselves an "out" for the future with the line: “Thus, the FAA may pursue additional rulemaking in the future to address the more comprehensive changes proposed in the NPRM and SNPRM." For now, though, nobody needs to worry about their job being outsourced...good news in my opinion.
