Cold summer?

Howdy everybody. So I was talking to a friend that is down in Grand Forks this summer and she said it has been a rather cold summer so far. I checked out the metar and it doesnt appear to be too bad, is it unseasonably cold or was my friend just complaining?

looks a lot better temperature wise than where I am right now:

we had wind chills down to 20 degrees F this morning, but the wind stopped blowing for a while and now it is raining and really grey outside.

I still haven't thawed from the winter, so I am going to Las Vegas for a couple weeks to fry. I can't wait!!
 
Yes its been quite the cool summer. Normally it gets into the 80's and 90's here in the summer. I'm not complaining though, keeps the air conditioning bill down

Not sure what temp it is on that metar above. They always put the darn temp in celcius, which is completely useless to me in trying to figure out how hot or cold it is. Damn metric system.
