ATP cross country vs. Part 135 cross country

This is a rule that helps military guys who mostly take off and land at the same airport, yet can go a LONG way from that airport during that in-between time.
So the B-2 guys going from Whitman to the Middle East and back can log XC for an ATP, but not for 135.

Hypothetical: Can Navy guys log XC for 135 since the carrier moves from it's original location?
