They're listed on both the FAA website and on USAJOBS. The FAA'll list a number of openings for controllers, but the one you're looking for will have PUBNAT in the job code (other will have VRA, CTI, CTO, or REINST in them). For example...

The FAA doesn't announce when they put them up, so you just have to keep an eye out for them. However, don't expect a new one to come for several months. Whenever it finally happens, there'll be a lot of discussion here about it, so you can just watch here every week or so if you'd like.
Applying via the PUBNATs is a risky way to get in, as most people don't get picked. If you're serious about the career, you should consider the military and CTI options. There are threads on both here on JetCareers.
