Applying for a PPL and 3rd class medic.

Is there a req. where you have to be a citizen of the U.S. to be able to apply for a 3rd class medical and PPL? Doing an informal speech and need to know what the req. is for citizenship. Thanks
 
No there is not. The FAA states To obtain this combination certificate, the applicant must meet the medical standards, be at least 16 years old, and be able to read, speak, and understand the English language. There is no requirement to be a US citizen to get the certificate.
 
Sec. 61.103 - Eligibility requirements: General.

To be eligible for a private pilot certificate, a person must:

(a) Be at least 17 years of age for a rating in other than a glider or balloon.

(c) Be able to read, speak, write, and understand the English language. If the applicant is unable to meet one of these requirements due to medical reasons, then the Administrator may place such operating limitations on that applicant's pilot certificate as are necessary for the safe operation of the aircraft.
