We had a guest speaker come in to class, he was an aviation lawyer. He talked about the Muzquiz doctrine. Under this doctrine, it states that a NTSB or law judge must have *clear and compelling* reasons to reduce a sanction/punishment sought by the FAA.

Now my professor wants to know what other legal principle is set forth by the Muzquiz case/doctrine.

Any thoughts? I thought I took pretty good notes, but alas I couldn't find what I needed. Thanks!
