AME requests a letter from the CFI?

One of my students is turning 16 in couple weeks. His flying is pretty good and he's ready to solo so we want him to solo on his birthday. He went to get his medical/student pilot certificate and the AME asked to bring a letter from the CFI stating that he is proficient to solo. I've never heard of such requirement but it's also the first time I'm signing off someone on their 16th birthday. The 2014 guide for AME doesn't mention any letters. Am I missing something or the AME is off his rocker?
 
Ummm what?? I've never heard of that before. It's the CFI's job to properly train and sign off the student appropriately.
 
There is no requirement for the AME to do this. If you question his motive, you can always call your Regional Flight Surgeon's office to inquire why he is doing this.
 
I spoke with the student this morning, turned out he indicated history of anxiety on his 8500-8 and the AME requested letters from his CFI and his doctor in order to issue the medical. (Of course now I am the one having anxiety.)

Still a bit surprised a CFI opinion was requested though.
 
I can understand it. If there is good documentation the airman does well in the cockpit and the AME submits that info to the FAA, they will probably not request more info. Otherwise, they will ask for s psychiatric evaluation.
 
Update: the student has received his 1st class medical in mail approximately 2 weeks after the exam. He soloed successfully earlier this week.
