Federal Aviation Administration Warrenton, Virginia:<BR /><p>This position is located in Flight Program Operations (AJF) Service Unit. This Directorate facilitates collaborative operational and strategic decision making with increased emphasis on operational safety and efficiency and supports the Air Traffic Organization&39;s Joint Air Traffic Operations Center (JATOC) along with providing flight releases, flight monitoring, and arrival services for all of the FAA) owned and leased aircraft.</p> <strong>Duties</strong> <p> <p>The Airway Transportation Systems Specialist (ATSS) independently carries out various assignments that require knowledge of the technology and operation of the National Airspace Systems (NAS) to support the JATOC. The ATSS uses knowledge of the work practices, procedures and evaluation methods employed by the OCC to carry out specific, well-defined tasks involving identifiable aspects of aviation systems and operational concepts. The ATSS assists others in the accomplishment of larger scale tasks or projects. This work directly affects the safety of the NAS and the flying public.</p><p>The ATSS applies working knowledge of NAS facilities, aircraft systems, subsystems and their interrelationships to evaluate aircraft performance and capabilities prior to and during flight operations. Uses the ability to perform analytical and technical work to evaluate, observe and assist in providing operational control of flight operations, operations center functions, support and participation in and/or Flight Program Operations.</p><p>Analyzes the operational status of aircraft mechanical systems and performance limitations by interpreting documented aircraft discrepancies, minimum equipment lists, and dispatch deviation guides. Based on this analysis, recommends whether to release the aircraft for flight, allow the flight to continue, deviate flight to an alternate destination, or terminate the flight at the nearest suitable airport.</p><p>Applies knowledge of NAS systems, computerized information processing concepts, practices, and data transmission to observe aircraft performance during flight, and to assist in the resolution of conflicts concerning aircraft airworthiness, crew qualification/currency, and operational risks that may affect the safe and efficient mission execution.</p><p>Evaluates the impact of route and destination changes on mission accomplishment by interpreting (AIM), airport directory, and location identifiers. Applies aeronautical knowledge to assist in the preparation of flight plans, and load manifests; in determining required crew qualifications, currency, and rest requirements; in providing the Pilot in Command (PIC) a briefing of current and forecast weather, airport conditions, Notice to Air Missions (NOTAMS) which may impact flight safety or mission accomplishment.</p><p>Uses automated information management applications, networking software and tools, such as Microsoft Office, Adobe, geospatial applications, and flight planning applications to assess the status and condition of aircraft systems and services before and during flight. Applies knowledge of the General Operations Manual (GOM) and relevant automated information systems to enter and capture aircraft release and arrival information. Maintain computer and web-based applications that depict Flight Program Operation&39;s common operating picture.</p><p>Supports Flight Program Operations, the JATOC Air Watch Officer, and the ATCSCC National Operations Manager by participating in 24/7/365 rotating shifts. Prior to shift change, the ATSS develops and presents a change briefing that includes a summary of activities during the previous shift and an overview of the expected activity. Acts as a liaison between Flight Program Operations, the JATOC, and the ATCSCC.</p><p>Receives assignments that provide the ATSS with additional training and developmental experience. Uses reference sources and documentation to identify applicable instructions and to develop a working knowledge of relevant Standard Operating Procedures, Handbooks, and Job Aids. Reviews and develops a working knowledge of 14 CFR parts 135 and 91; and, FAA policy publications, such as the Flight Program Operations General Operations Manual (GOM); General Aviation Manual; Flight Inspection Handbook 8200.52A; and FAA Orders 8240.32M, 8240.41C, and 8200.1D.</p> </p>
