Only place I know of is Galvin based at boeing field. 150 an hour for a 172...They are crazy expensive though.
 
You could also take the ferry or drive to Bremerton, the rates at Avian are way cheaper than on the other side of the water, especially before 10AM or on Sundays when they have discounts.
