Federal Aviation Administration Warrenton, Virginia:<BR /><p>System Operations Security (AJR-2) leads the Air Traffic Organization&39;s (ATO) operations centric efforts in the national defense, homeland security, law enforcement, disaster response, Unmanned Aircraft System (UAS) operations, and other significant incident management arenas.</p> <strong>Duties</strong> <p> <p>Responsible for guiding and, in select circumstances, directly implementing ATO&rsquo;s use of the agency&rsquo;s Air Navigation Services (ANS), particularly its Air Traffic Management (ATM) capabilities, to cooperate with interagency partners to help protect the Nation and its interests from Air Domain related threats and hazards in the aforementioned mission areas.</p><p>Responsible for applying those same capabilities to mitigate the impact of these threats and hazards on the safety and efficiency of the National Airspace System (NAS). AJR-2&rsquo;s Strategic Operations Group (AJR-22) is responsible for the directorate&rsquo;s staff and special programs work, including enabling effective whole-of-ATO responses to natural disasters and other significant incidents.</p><p>Serves as an air traffic control specialist with advanced program management related responsibilities within AJR-22&rsquo;s Significant Incident Management Operations team (AJR-221).</p><p>Performs complex, specialized air traffic control assignments.</p><p>Plans, coordinates, and participates in the performance of complex air traffic management (ATM) security and emergency operations related incident management functions.</p><p>Applies experience and comprehensive knowledge of air traffic control (ATC) procedures and operations, overall National Airspace System (NAS) operations, and the FAA&rsquo;s operational and regulatory authorities, responsibilities, and programs.</p><p>Formulates, establishes, and sustains plans and procedures enabling unified ATO responses to significant incidents (e.g., hurricanes) utilizing the Joint Air Traffic Operations Command (JATOC) Crisis Action Team (J-CAT).</p><p>This work broadly ranges from emergency operations related directives (e.g., FAA Orders) to J-CAT job aids. Analyzes operational, technical, and programmatic data to aid in the development of training materials and reports.</p><p>Possesses comprehensive knowledge of staff programs (e.g., procedures, traffic management, quality assurance, training, automation) to carry out regional or national programs.</p><p>Manages multiple specialized incident management programs defined by required functions (e.g., Continuity of Operations and FAA Emergency Operations in accordance with FAA Orders 1910.1 and 1900.1), mission space (e.g., wildland firefighting by Land Management Agencies and the National Exercise Program), and/or stakeholders (e.g., Emergency Management Agencies and National Guard commands for those States encompassed by Service Area).</p><p>Responds to broad policies and objectives by developing and implementing work plans.</p><p>Represents AJR-2, as the senior point of contact, in discussions with diverse external stakeholders pertaining to projects, programs, research and acquisition.</p><p>Acts as a liaison, and/or trusted agent in significant incident management discussions with other offices within ATO and in the rest of the FAA, as well as with Federal and State inter-agency partners.</p><p>Deploys as an operations liaison under a Joint Forward Operations Response Team (J-FORT) activation to forward incident management locations such as State Emergency Operations Centers (SEOC) and Federal Joint Field Offices (JFO).</p><p>Represent the FAA on ANS-related issues with external partners to mitigate safety and efficiency impacts on the NAS while facilitating Air Navigation Services (ANS) related support for inter-agency response and recovery activities.</p><p>Uses ATC experience to balance NAS and response needs in designing Temporary Flight Restrictions (TFR) and other contingency ATM measures, sustaining a detailed awareness of response air missions, and sharing actionable information on NAS status.</p> </p>
