Federal Aviation Administration Washington, District of Columbia:<BR /><p>Serves as the manager for the Significant Incident Management Operations team (SIMO) within the Air Traffic Organization&rsquo;s (ATO) System Operations Security directorate. Directs the team&rsquo;s efforts enabling the ATO to carry out effective, unified responses to large scale natural disasters and other significant incidents affecting the Nation&rsquo;s aviation interests.</p> <strong>Duties</strong> <p> <p>Directs the work of subordinate employees and managers for more than one organizational unit/project/program within a major subdivision, with responsibility for a broad array of response related programs, which are critical and impactful to the ATO, as well as the rest of the FAA and Government.</p><p>Applies knowledge of Government-wide and FAA-specific response related policies, plans, and procedures in leading the team&rsquo;s efforts.</p><p>Applies advanced technical and operational knowledge of air traffic and airspace management related to national defense, homeland security, law enforcement, and emergency management missions.</p><p>Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/ project/program.</p><p>Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed.</p><p>Oversees the execution of Significant Incident Management Operations (SIMO) efforts on response activities, including: the operations of the Joint Air Traffic Operations Command Crisis Action Team (JCAT), Joint Forward Operations Teams (JFORT), and other ATO response teams; Continuity of Operations (COOP) execution for ATO at FAA headquarters; sustaining classified communications and other Communications Security (COMSEC) related capabilities; designs and executes national level response exercises; and engages with the rest of the FAA and security inter-agency partners on international conflicts and other crises affecting U.S. aviation interests.</p><p>Has authority to make commitments for subordinate organizational units, within guidelines.</p><p>Exercises authority delegated by ATO senior leadership, including the ATO Incident Director (AID), to advocate negotiate, coordinate, and orchestrate response actions involving the whole-of-ATO enterprise in working with external stakeholders, including other parts of the FAA and domestic and international interagency counterparts.</p><p>Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.</p><p>Performs managerial functions for the SIMO team, including the planning; communicating the organization&39;s vision and objectives; setting priorities and assigning tasks and responsibilities.</p><p>Monitors and evaluates performance to include providing performance incentives through awards and other tools and sustains high performance standards through fair ratings and other tools.</p><p>Coaches and develops employee capabilities, including identifying and arranging for developmental and other training needs of subordinates.</p><p>Oversees time and attendance for subordinates by approving leave.</p><p>Hears and resolves subordinate concerns and complaints by taking, recommending or approving corrective/disciplinary actions as appropriate.</p><p>Decides on personnel hires, transfers, and other actions.</p><p>Applies advanced knowledge of budget, personnel, and administrative policies and procedures, as well as advanced understanding of ATO&rsquo;s response related goals and business plans, to properly focus and resource the SIMO team.</p><p>Provides support to the Strategic Operations Security group manager, the System Operations Security director, and other teammates within the parent directorate with timely, high quality, outcome-driven services, deliverables and solutions.</p><p>Resolves all but unique problems without the intervention of higher level management.</p><p>Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.</p><p>Briefs and coordinates with ATO senior leadership, particularly during crises, as well as diverse counterparts in other parts of the ATO and FAA, as well as interagency partners, international entities and the private sector.</p> </p>
