Where can I find the east and west proposals? I can only find the APA one on alliedpilots.

Now there's West, East, and South. So can South pilots fly West planes? Can a East/West crew fly a South aircraft? So with this South group's "superior" proposal, if a South FO is paired with an East CA, who's in charge?
