4PCLM????

I'm doing a project for my FAR's class. Is for extra-credit, and basically consists in finding definitions of words, and regs. I stumbled upon "4PCLM", I can't find a definition in Part 1 of the FAR's or the Dictionary of Aeronautical Terms.I looked it up on-line, but no clear result.



I'm sure someone here could help.
