Im trying to get our school set up to be a certified 141 school. I just started the process.


question,

FAR 141.35 says that the Chief Flight instructor must

(3) Pass a knowledge test on--
(i) Teaching methods;
(ii) Applicable provisions of the "Aeronautical Information Manual";
(iii) Applicable provisions of parts 61, 91, and 141 of this chapter; and
(iv) The objectives and approved course completion standards of the course for which the person seeks to obtain designation.
(4) Pass a proficiency test on instructional skills and ability to train students on the flight procedures and maneuvers appropriate to the course;

How do I take all these test? or where?

Also ...

(e) To be eligible for designation as chief instructor for a ground school course, a person must have 1 year of experience as a ground school instructor at a certificated pilot school.

IS there any way around this? Does our school NEED a Chief Ground Instructor? or is it possible that I can teach it? I do NOT have 1 year teaching experience at a 141 school, although I have 4 years teaching experience as an Instructor, 3000 hours dual given. Possible to buy the Jeppesen groundschool CD kit instead of having a Ground instructor.

Appreciate any insight.
 
The FAA does not specify where or how you take these knowledge test, Flight schools usually administer a test to all its instructors and chief instructor on a yearly basis to keep in their instructor file.
The FAA will also administer a flight check with the chief to check the instructional knowlege on i, ii, iii, and iv. then send a certificate which must be kept in his instructor file.

You do not need a chief ground instructor if your chief flight instructor meets FAR 141.35
 
In other words:

make-up your own test at take it
Make your TCOs (Training Course Outlines)
Send the TCOs to the FAA FSDO (Operations Inspector or POI)
Maintenance inspection of the aircraft that you plan on putting on the 141 certificate
Take a checkride (oral/practical) for each type of aircraft on the certificate for the courses that you're applying
You're a 141 flight school!
