They are a tenatively agreed upon set of articles not a contract it isn't a contract until ratified by the union membership.

And the pay does not go into effect until 1/1/10

If ratified by the union members, the new contract will take effect on OCT 1, except for pay.

The FAA has not and does not care about it's controllers.
This is the FAA I learned and this is all I know the FAA to be.
