Not sure if it works on a balked landing or go around. We don't fly them, so I have kind of skipped over that part.

TO/GA is disabled if you're below I think it's 5' for more than two seconds. You have to manually push the thrust levers up, then hit the TO/GA paddle once you're back above 5' (again, going from memory...it's something like that).

Its why a number of operations procedure is, for example:
TO/GA
Thrust set
Flaps 20
Positive rate....etx

IIRC, the TOGA dead zone was the primary driver behind the EK landing crash at DXB.

The important thing to remember after manually advancing the thrust levers forward And thrust set…. is to check the airspeed and not to instinctively rotate. Once the airspeed is above vref then you rotate, After you unstick and are off the ground then flaps 20. All while the configuration warning is going off the entire time since you advanced the thrust levers because you’re not in the takeoff configuration. Positive rate. Gear up. Then Mash the toga paddles.
