Oh Canada!

Like the AC pilots experienced last year, the government will step in at the 11th hour 59th minute and threaten back to work legislation or forced arbitration (both have happened in the past) , very long precedent of Canadian government's (both Liberal and Conservative) doing this whenever a AC labour group has threatened/voted to walk out "AC is vital to the economic security of Canada and cannot go on strike"

It looks like the union representing Air Canada flight attendants is Canadian Union of Public Employees (CUPE), Air Canada Component.

I admit I don’t understand: what is the purpose of a lockout? I see no indication that any of Air Canada is an open shop.
