new medical certificate durations

I'm trying to get this straight, but all the information seems to be confusing. Is this how it now is?:

under 40:
1st - 1 year
2nd - 1 year
3rd - 5 year

over 40:
1st - 1 year
2nd - 1 year
3rd - 3 year

And does it apply to all medical certificates issued, or just the ones issued after this new rule came into effect?

You are correct on all except the over 40 Class 1, that is valid for 6 months.

It applies to all medical certificates. Thus if you had a Class 1 medical 8 months ago, it is currently (since July 24th when the regulations changed) a 1st class medical until the end of the 12th month in which it was performed.
 
what was the point of passing this? wouldn't this amendment just take away business from AMEs?
