Not unprecedented.
Back in the day at Northernjets, the telephony contractor guaranteed redundant fiber lines to the IT center. As it turns out, their idea of redundant was two, separate fiber lines....that ran through the same conduit. Sven & Ollee were out with their backhoe, tore up the conduit, and poof...IT and all the mainframes are on an island. Parked a bunch of bowling shoes for a couple days. Bad scene.
There was some sort of payment agreement. I seem to recall it was "substantial".

In our tort system, the concept of making you whole for something I've done wrong that hurt you is widespread. It's supposed to (a.) make up for your loss, and (b.) serve as a motivator for doing things the right way, and not doing things wrongly, cheaply, shodilly, etc.
If the cost is passed on to the taxpayers, then one of its purposes is to motivate the taxpayers to get the airport authority to do it's job more responsibly. But first, the insurance company...
It's early for the cases to be filed, but Amtrak will be held accountable for operating their train near Seattle that was going 70 mph around a 30 mile an hour curve.
A civil engineer once told me that when you're building a tall and expensive skyscraper, history has shown that there will be one fatality for every -X- million in construction costs. Grusome as it sounds, they budget for that, along with the steel.

Many businesses carry insurance for business interruption. These policies cover their lost profit while some loss interrupts normal business operations. Obviously a big risk for the insurance company to insure an airline (all sorts of hazards can shut them down), so if such policies are available, they can be expensive. The company does generally need to substantiate their numbers though - if you were losing money, insurance doesn't help.
The power company have liability as well. Power companies do make a good amount of money. And they have insurance. Businesses, like airports, factories or airlines, negotiate for the power they get. Their contracts are different than residential ones, sometimes they prioritize power, or require the user to meet a power factor, or promise availability.
They will get sued, and will most likely end up settling.

I guess. Story is one failed to start, one started, but caught on fire too, not sure about any others. Not really sure how true these rumors are.

I mean... IT failure pt4 this year was a server failure and the back up caught on fire.
I guess my real question is, are you guys making everything out of cheap flammable parts to gouge operating costs? Don't wait for the translation, answer now!

My local utility just got hit with a $2b+ fine for cleanup. Instead of reducing their dividend and paying it out of their current profits they hiked rates 15% to cover it.

Hunh. When I used to work for the electric/gas utility in WA, the Washington State Utility Commission reviewed all the rate requests and anything like that would have been denied so quick... again something something about leadership and government and choose your representatives carefully.
