Both this boat and the Kuznetsov (the one Russia finished) were only meant to be interim Carrier designs. He idea was to cut their teeth on these boats and then a few years later while that was going on commission a full size super carrier like the Nimitz/Kitty Hawks that we had at the time.

The interim carriers do project power just not nearly as efficiently because the launch weights for a ski jump are reduced compared to a catapult. If I remember correctly it was something like hall the fuel of land based counterparts while carrying the same weapons load. That and not having the other heavy special role aircraft like our E-2 or he weight to launch heavily laden buddy tankers really cuts into the ability to put aircraft far ahead of the fleet or counter aircraft before they can effect the fleet.

Still gets them in the game though which is what China wants.
 
When we were steaming very close to the Kuznetsov, I was not overly impressed with their carrier aviation capabilities. Getting a couple jets airborne once or twice during the daytime for local ops is one thing. Launching an entire airwing on a long range overland strike, at night or in any weather, is where a CVN makes its money.
