We are all taught not to jump to conclusuons.
So..... what exactly do we know about this?

1. We know that the tail doesn't need de-icing.
2. We know that the fuel filter is not plugged.
4. We know that at least 10 seat cushions will need replacing.
3. We know that the AC packs won't put out enough air to cool the cabin.

Beyond that, it's all speculation.
 
I've seen a 1900 shoot 10 ft flames out of the stacks in -20c temps during start up. Puts a mighty fine glow at 430 am in BFE North Dakota! And the people still got on the plane that morning!
 
This does look like some kind of wet start. Either the ignition came on late or the apu exhaust was hot enough to ignite fuel vapors coming out the tail pipe, is my uneducated speculation.
 
It looks like the ramper is doing "The Soulja Boy" dance.

Yooooooooou!
When I first saw the pic, the fact this happened and in the "HOLY HELL WTF" moment the ramper remembered the "engine fire shut down" signal in the heat of the moment more shocking than the fire itself.
