Si. Air Canada has been flying an A319 from Halifax-London Heathrow for a few years now. Shorter than some US transcons really. Sun Country flew Minneapolis-London Gatwick with 737s with a fuel stop in Greenland as well, lasted a few months at best.
 
The London City line makes perfect sense. These are banking centers, so it's basically the line grunts of the finance cartels making sure they don't have to be sneezed on or god forbid touched by the hoi polloi.

Air canada doesn't fly the 320 to Heathrow direct from Halifax. Maybe from YYT I wouldn't know, but the Halifax run is 767 service
