How to create a GPS approach?

I fly corporate in a new SR22 for a guy, and he told me he wants to put a GPS approach in one or two of his runways that he flies into. One is a county airport (3v7) (Bellecreek, MT)
And he wants to build a private strip at another location.

Is this reasonable to get a GPS approach into these airports? what is the process to do this?

Also If he builds a private strip, Is there some sort of process he needs to do with the FAA for them to recognize it? Is this necessary?

(This Runway hes building will be at his oilfield that he owns, and hes planning on using it for the next 15 years, and possibly buying a personal jet in the near future.)
 
For the 3V7 airport, he probably needs to start with the airport board or whoever owns the airport to get approaches designed for that airport. If he ponies up a $$$ donation to the airport board, it might get thing started.

For his own airport, all he needs is $$$$. One of the other documents he might want to review is the airport design advisory circular AC150/5300-13 - there's a whole bunch of design criteria based on what kinds of approaches you want at an airport in terms of obstacle clearances, etc. Not so much if you're just flying the SR-22 to the private airfield, but if he continues on with the jet, he'll need more.

Mind you the criteria are for public use airports, if it's strictly private he probably doesn't need to comply with it at all.

Other consideration is to get his personal airport included in the EGPWS terrain database otherwise, his EGPWS will be going off or overridden everytime he flies his personal jet into his own personal airfield.

the cost has quite a few variables and the only way you are going to get a ballpark estimate would be to call the FAA offices that deal with the creation of approaches. Start with the link a couple posts up to the site for requesting instrument flight procedures.

While the cost relating to the airport will be cheaper (no ground based navigation aids to build/maintain), the creation of the instrument procedure will probably be similar to a VOR approach (for a GPS/LNAV procedure) or similar to an ILS for a WAAS/LPV approach. The area around the airport still needs to be surveyed for TERPS requirements and the FAA may require an environmental impact study or something. The public use airport will also have requirements for ground lighting, runway markings and approach lighting to have an approach and determine how low the minimums can go. For his private runway im not sure if they care, but if it would make sense to have the lights anyway if his goal is to get in in low wx.

You could just enter some user waypoints for the runway, and a FAF, then note what altitude you should cross them at. Wouldn't be official, but it will help you find the place durring low vis or night.

Which is not unlike how Capt Jepp got his company started in the first place.
